A Note on Smart Schools

·        There are as many as 12834 Govt. Primary Schools, 2658 Middle, 1738 High and 1908 Senior Secondary schools in the State of Punjab in which around 26 lakh students are studying.
·        In order to strengthen school education and improve learning levels of students through ICT based education in Government schools, the Department of School Education Punjab has been converting government schools into Smart Schools.
·        The facilities are being provided in Smart schools as follows:
v Separate classrooms for every section of class as per Pupil Teacher Ratio;
v Green board/white board;
v Furniture for all students;
v Class wise lecture stands for students and teachers;
v Availability of potable drinking water facility;
v Separate adequate number of functional toilets for girls and boys;
v Free sanitary napkins to girls;
v Well equipped Principal/Head Master room including staffroom;
v Well equipped science laboratories, vocational laboratories, ICT laboratories, etc.
v Well maintained play grounds with the provision of adequate sports facilities (at least 2 games in each school);
v Well equipped library with sufficient number of books (atleast 2000 books for primary/middle schools and 5000 books for high and senior secondary schools);
v ICT infrastructure like computers, tablets,  LED, digital interactive board, projectors, Wi-Fi internet connectivity;
v Colour Coding;
v Building As Learning Aid (BALA) Work;
v Landscaping, Educational parks;
v CCTV cameras;
v Swings / toys, attractive and colourful furniture for pre-primary and primary wing;
v Display of Board of Honours in the school for both staff and students in the school for showcasing achievements of the students and staff;
v Sound system and school band;
v Sign boards outside the schools;
v  Dining hall/shed for Mid-Day-Meal;

·        So far as many as 6928 government schools have been converted into smart schools. District wise list attached at annexure-A
·        Expenditure
Ø During the last two years more than Rs. 270 crore has been spent in government schools for providing infrastructure i.e 2017 Classrooms, 101 Libraries, 146 Science Labs, 176 Art & Craft Rooms, 7145 Green Boards, 68000 Dual Desks in Primary Schools, 6855 Projectors, Solar Panel System in 880 schools, 3107 Computers, CCTV Cameras, Landscaping, Educational Parks, Lecture Stands for students, Furniture and Swings for Pre-Primary etc.

·        Smart School Policy
Ø Department has notified Smart School Policy under the school development plan identifying the infrastructure gap is prepared. 40% of the school development plan will be financed by the Department where as remaining 60% will have to be contributed by school management committee through various resources. ·        Salient Features and Objectives of the Policy
i)          To involve the community for the development of school.
ii)        To strengthen school education system of the State through participation of all stakeholders including teachers and parents.
iii)      To meet all the infrastructural requirements of schools like classrooms, laboratories, furniture for all students, library, green boards, separate toilets for boys and girls and  children with special needs (CWSN).
iv)      To equip government schools in the state with digital tools for imparting digital education.
v)        To develop sense of responsibility and leadership amongst the staff and students.

·        Achievements/Outcomes:
Ø Various initiatives of the Department are showing good results, e.g. Board results of class 10th and 12th are higher than private schools.

·        It is evident from the Annual Status Education Report (ASER) report 2018 that there is an improvement in different competencies tested for different subjects of different classes vis-à-vis results of earlier ASER Survey which was conducted in 2016.
